Proposition 11 and the Budget Stalemate

Would passage of Proposition 11 make the Legislature less partisan and less prone to budget stalemates? A new study by the Public Policy Institute of California says no, in a report available here, but the Sacramento Bee's Dan Walters disagrees (here).
